France-Mali : une différence d'agenda irréconciliable

The expulsion of the French Ambassador in Bamako, the end of Operation Barkhane, the deployment of Russian assistance to replace it, the installation of a de facto government, the vindictive declarations of the Malian Prime Minister and, more broadly, a Sahelian landscape that is becoming even more complex and where both the French and Western presences are discredited, even vilified, a Sahelian landscape that is becoming even more complex and in which both the French and Western presences are discredited, even vilified, thus concluding nine years of French intervention in Mali, an intervention that was carried out and maintained at the request of the Malian authorities and intended to fight an apparently common protean enemy: the jihadists. This disruptive situation illustrates, first of all, the pitfall of interventions, especially those that attempt to link the fight against an enemy that is difficult to define with the reconstruction or, at least, the strengthening of a state in the throes of a civil war.
Le renvoi de l'Ambassadeur de France à Bamako, la fin de l'opération Barkhane, le déploiement d'une assistance russe destinée à la remplacer, l'installation dans la durée d'un gouvernement de fait, les déclarations vindicatives du Premier ministre malien et, plus largement, un paysages sahélien qui se complexifie encore et où les présences française aussi bien qu'occidentale sont discréditées, voire vilipendées, ainsi se concluent neuf années d'intervention française au Mali, intervention pourtant menée et maintenue à la demande des autorités maliennes et destinée à lutter contre un ennemi protéiforme apparemment commun : les jihadistes. Cette situation disruptive illustre, tout d'abord, le piège des interventions, et tout particulièrement de celles qui tentent d'articuler la lutte contre un ennemi difficile à définir avec la reconstruction ou, au moins, le renforcement d'un Etat en butte à une guerre civile.
