Résumé
With the arrival of the internet, the accelerated mutation of social communication forces government to confront society’s new modes of behavior in an “uncertain world.” For the actors in charge of creating the state’s response to the new constraints of a complex society, a new knowledge/power configuration tries to respond to the compound need for innovation and regulation. The principal source of power resides in constantly bringing about change. But this change now hinges on valorizing inventions from the rank and file which managers attentively follow. The emergence of a knowledge-raising platform for all players that ensures the strategic stakes of the network through a new leadership model should enable the mutualization and the storage of dynamic collective knowledge.
La mutation accélérée de la communication sociale, avec l’arrivée d’Internet, semble imposer au gouvernement de nouveaux modes de conduite de la société dans un « monde incertain ». Pour les acteurs chargés de l’élaboration d’une réponse de l’Etat aux nouvelles contraintes d’une société complexe, une nouvelle configuration de savoir/pouvoir souhaite répondre au double impératif d’innovation et de régulation. Le premier dispositif de pouvoir réside dans la conduite du changement permanent, mais ce changement repose désormais sur la valorisation des inventions de la base, qui se voient surinvesties par les attentions des managers. L’émergence d’une plateforme visant à élever la connaissance de l’ensemble des acteurs du champ et à assurer les enjeux stratégiques du réseau, appuyée par une nouvelle figure de leadership, doit permettre la mutualisation et l’archivage des connaissances collectives dynamiques.
